He is talking about upscaling where all 360 games are upscaled to 1080p via a specialised chip, a feature that the PS3 lacks and has caused several PS3 ports to suffer problems due to the performance impact and resolution restricitions imposed by the PS3's scaler that by default only supports horizontal scaling meaning unless you use performance impacting software upscaling you have to have the virticle resolution at ether 720 or 1080p if you want to scale to those resolutions. Which is also why PS3 games like GT5 use resolutions like 1280x1080, whypeout HD actually dynamicly renders from 1280x1080 to 1920x1080 on the fly to maintain framerate and scales up when it drops resolution.
The can't do 1080p on 360 thing is pure bullshit so is the PS3 was designed to do 1080p thing. There are a handfull of 1080p games on both the 360 and PS3 tho the PS3 has a few more than the 360.
