It looks like they are concentrating on making UE4 a high end engine focused on computers, at least for its initial release. This is judging from what they done with UE3. And they have taken UE3 and fit it on iOS enabled devices. Also if the three new consoles are close in power as current rumor seem to indicate, if UE4 comes to one it sould find its way onto all three. But I don't see UE4 immediatly becoming available for consoles it will spend time as a high end computer only engine for a year or so after launch.
In addition judging from this past gen. The Wii-U will have 3rd party ports from PS3/360 for it first year until the developers get a feel for the hardware. So it isn't nessary to have UE4 up and running on Wii-U of the bat, but UE3 would be the best choice for quick ports.
And as Sony and Microsoft bring out their new consoles they will be treated with Wii-U ports so about at this time we may see UE4 preping for console release. Because it benifits the industry and Epic games the most.
