The Wii U should easily be 'better' in my opinion. The only games I played a lot on Wii was Metroid Prime 3 (well, I completed it once), Super Smash Bros Brawl, Super Mario Galaxy 1/2, Twilight Princess and Skyward Sword. I also played Super Mario Bros. Wii and Mario Kart Wii for a bit but went back to the DS version after a while. I think that 75% of my play-time on Wii was actually Gamecube- and Virtual Console games. The Wii U should (at least hopefully) revive F-Zero and Star Fox while improving Zelda and Metroid, which along with 2D/3D Mario and Super Smash Bros should easily make it surpass the Wii.

The 3DS will have a tough time reaching the DS levels though. The DS pretty much perfected all of their first party titles, so I guess pretty much all they can do this time around is to keep doing what they're doing while adding more content and more franchises (such as Super Smash Bros. SSFIV did great so it looks very promising). Overall, I do think that the 3DS will have more/better games that appeals to me compared to the DS, but even if it doesn't it should still be great enough.
