Why isn't there one?
MS has it's hands full with the 360 and the Zune. And time and time again, Nintendo has dominated any portable system that has come along; the PSP has been the most successful challenger to date.
Will there ever be one?
Highly unlikley. If one did come along, it would probably be an extention of the Zune or along the lines of a PDA. Then again, we all saw how well the Tapwave did.
Would you want one?
Doubtful. But it's all about the features and software.
Would it be able to compete with the PSP and Nintendo DS?
If MS did decide the join the race, they could compete by integrating the system with the 360 and PC, leveraging their lineup of casual games, and brand recognition. But it wouldn't dethrone Nintendo.
Numbers are like people. Torture them enough and you can get them to say anything you want.
