The multi-tasking used in iOS (and WP) isn't the same as PC. For most applications, when they are closed it goes into sleep state which is resumed when re-clicked. This is done in order to save battery life. Some applications do have special APIs that let them run in the background even when closed, in Apple's case only their applications had this option, but it was added in 3.0 for third parties. The double tap Home shows your recently opened apps.
