One of the reasons to put a screen in the controller is to allow you to play and interact with the console without a TV, so I don't know if we'll be able to control the console without the controller.

That's why if your using the console sans TV it would display the main TV screen in the controller. Anyways this is all guesswork, Nintendo will show us soon enough what they have decided to do.
