Without question, any Japanese developer that was probably even thinking of starting a Vita project the last 4 months has been scared off.
The longer the Vita continues to slump like this the more it will bite Sony in the ass 1-2 years down the line as decisions for games coming out then have to be made now.
3DS has done great the last 6-8 months in Japan. Expect a lot more software announcements for it.
