Capcom wants to kill the Vita confirmed - EX Troopers announced as Lost Planet spin-off for 3DS, PS3

I don't quite get this.
Was Ex Troopers a rumored and hyped Vita title ? Or is it because the 3DS gets a game and even a Playstation platform but not their handheld one ?
To me it rather looks like Capcom wants to kill the 3DS and PS3 with this announcement :P
