From what Remedy said about Alan Wake when it fisrt came to PC they went to MS and asked if they could put it out on PC and they said ok. So I would guess that as the publisher MS has the power to vito any ports if they wanted, tho whether that is a legal obligation or Remedy just not wanting to get on their bad side IDK. But as Remedy still own the Alan Wake IP I am not sure if that applies to games past the first.
But I don't think they get a cut from the sales on PC as Remedy are self publishing via digital and the retail version is destributed via Nordic Games, MS do publish games on PC so if MS were getting a cut I think they would probably at the very least say that it has to be GFWL.
I do know that MS usally insist on on games released as part of XBLA premotions have a window of exclusivity but varies from game to game (big publishers can write their own agreements), for example Super Meat Boy had to be delayed by a month on PC to be part of the GameFeast 2010 (and couldn't be released on PSN due to publishing agreements with MS and Nintendo tho the Wii version was eventually caned anyway) which was one of the reasons Team Meat bitch about XBLA.
I would say when MS published the game for XBLA and put it in the House Party premotion the probably had to agree not to release it on PSN. Tho there is no real way to know for sure unless someone from Remedy says, which might happen if they are asked, they have given details on the situation before.
