Whether or not you think $12 million is too much for a CEO (it is for the head of a failing company, but not for something like Google or Apple), it is atrocious to suggest that the government can tell a private enterprise how it is allowed to reward its own senior executives. If the government owns a controlling share (as it does of the Royal Bank of Scotland), fine, but that kind of meddling in the affairs of an independent company cannot end well.
