Probably the same reason that PC digital games match the RRP, because retailers basically twist the publisher's arm by threatening not to premote or even carry the game if they get undercut by Digital. I am not sure how Sony managed to swing the digital discount on Vita games, probably by reccomending a higher profit margine on memory cards or something.

its crazy that they do stuff like that kinda limits the developer and publisher in terms of profit.
