Probably the same reason that PC digital games match the RRP, because retailers basically twist the publisher's arm by threatening not to premote or even carry the game if they get undercut by Digital. I am not sure how Sony managed to swing the digital discount on Vita games, probably by reccomending a higher profit margin on memory cards for retailers or something.
