Of course they do. Most devs and publishers would prefer if console games were like PC games. One purchase, one code, no more.
I prefer to own the things I buy fully and that means full ownership rights including resale. That's my right and I don't like it when companies try to switch ownership of the product to just the code. I don't display codes on my shelves, I display games, movies, music. It will be a dark day when we lose ownership rights.
