Because india's gamemarket is still pretty small. Probably not that much bigger than Portugal's gaming market. One gaming store in India in a city would be pretty happy if they could sell one console a day.

secondly it will be way overpriced and you will got those typical Australian prices for an example the price of the Vita in india:

PS Vita Wifi:  U.S. – $250; India – $406 (or INR 19,990) 

But as I said, India is growing, becoming more and more wealthy. It would be stupid not to exploit that soon! Some academics have pointed to India as the next super power, which might not happen in the near future - but it still signals growth, and that's why Nintendo should be ready to jump onboard.
