It was enhanced in some aspects. Playing as a girl, control of each party member.
However, the PSP version was just talking heads a lot, less cutscenes, and you played as a curser.

Also there was no like 30 hour Extra epilogue called "the answer" in the psp version.
There's other differences I think but thats what I remember.

So the psn version will have more content and is cheaper.

I prefer it. 
However there is some content that's exclusive in the portable. 
The portable version has the option to play as a female protagonist instead of male, which affects the social links. And certain events in the main story that are different from a girls perspective. And there's some other tweaks that makes the gameplay a little better.

There's not really a definitive version of Persona 3 which is unfortunate. I prefer FES.
But, there's exclusive content in the Portable one, and in the FES one. There's not a version with everything :-/.
