It was enhanced in some aspects. Playing as a girl, control of each party member.
However, the PSP version was just talking heads a lot, less cutscenes, and you played as a curser.

Also there was no like 30 hour Extra epilogue called "the answer" in the psp version.
There's other differences I think but thats what I remember.

So the psn version will have more content and is cheaper.

I thought FES was a continuation of what happened to the male protagonist after Persona 3 ended...o.O
