Happens every single generation with every single new console.

SDK revisions are very limited in number.  1st party obviously gets new revisions first.  Then you dole them out to the developers that are working closest with you.  Followed by those with big, important 3rd party titles.  Finally, if you have any left over, you can hand them out to smaller projects.   But the Wii U has about 5 different SDK's in circulation.   Because SDK revisions are coming so quickly, you invariably end up with many devs still using the earliest kits comapred to some using the latest revisions.
