ALL frame rate vriables are a factor of how much you throw at your system and how much it can handle. Even the Wii could render a 1080p game at 60fps so long as the complexity of the on screen action is very minimal (provided the output resolution were not capped at 480p that is).
You can't say Wii U can't do 1080p and 60fps if the tablet screen is in heavy use as it is solely dependant on the game itself. How complex the geometry is, how many shder operations are going on, how much AA is being applied.

I'm not quoting you as an idiot, I'm explaining how frame rates are not dependant on horsepower alone nor how many pixels it must render.
Just look at any video card review. Notice how some games have frame rates near 100 and others drop to 30 at the same resolution?
The Wii U could render 1808p on the TV at 60 fps even with heavy use of the table tscreen. it's all dependant on the geometry, shaders, AA and other factors.
