Vita doesn't have 768 MB of game usable RAM.  A lot of that is dedicated to the OS and background features.
It has 512 MB of system RAM which has a portion allocated to the OS and background functions.  Not sure how much though.
And 128 MB of VRAM.   Even the total would be 640 MB.   Granted this doesn't change your point, it's more for clarification.

Yes, and PS3 have 256 MB RAM and 256 VRAM that can be used combined but the games can only use 488 MB in total, because 24 MB are allocated to the system. Only 360 have 512 MB to the games itself to.


Well, the Skyrim bug was caused by the limitation on the PS3.  The 360 has a more advance ram system, allowing a pooled system.  Which is much smarter.  The System can only use up to 256 on the PS3 and the video can only use up to 256.  The 360 can allocate less to the video and boost the system ram when it wants or use it as VRAM when it wishes.
