It seems likely to me that they've been working on this since AC2, and ACB and ACR were just side projects. This can't possible have been made in a year.

They say that a senior team of designers and programmers broke away from the team after Assassin's Creed 2. It's been in development for just over 2 Years... Will have been  almost 3 Years of development by release (AC2 released Nov 2009).

It certainly looks like it's been in development for so long.
