I totally agree with you, but I think what you might be trying to say is that quality generally leads to sales (at an appeal level), and sales usually leads to quality offerings (at a business decision level).
But they aren't really equal, because there have been cases of games of high quality which have sold poorly, and games of low quality which have sold beyond what they deserve (cough COD *ughhh*), but also some games which do not have the right sales strategy continue to get made due to poor business reasons, and sometimes in order to bolster sales companies may go with a lower quality offering (where in certain cases less quality or effort may lead to sales).
