The update is for ALL PS3s, including those manufactured without the EE chip. Those with the EE chip have the added benefit of practically 100% backwards compatibility. Those without the EE chip has less compatibility. The upscaling is software based and is offered as a firmware update to the PS3 operating system, so it will be available for everyone.

To take advantage of upscaling, you will need an HDMI cable.

"Sony Computer Entertainment America has announced that they will be releasing firmware version 1.80 for the PS3 which adds many additional features to the console. Those who use it as a Blu-ray player will now be glad to here that the PS3 will upscale DVDs (as well as PS1 and PS2 games) to 1080p via an HDMI connection, similar to the capability of stand-alone Blu-ray players."
