I think they are suffering from a post-Golden Week shortage. My thoughts are, Nintendo knows they have Japan in the bag. They want NA in the bag, and wish to catch the 360 ASAP. So, NA is probably getting the most out of the ramped up supply. It's a toss up between Japan and Europe of who gets a better share.
