I know what freebs meant and I know what you mean, but I still disagree with this notion ("GTA: CW should have and could have sold much better"), which is not only common among the people who played and loved this game, but also among gaming media.
Chinatown Wars sold around 2.2 million copies according to ioi's data on DS and PSP combined and I assume a few more 100.000 copies on iPhone/iPad, but I don't think that these (comparably) low sales mean it was underappreciated. We have to remember that this is a top-down GTA, not a third person one. I think the Chinatown Wars experiment showed that there's a market of 2.5 to 3 million for a top-down GTA while - as we all know - a third person GTA can sell up to 20 million if done right. CW was not underappreciated by the audience imo. It got stellar reviews and all the sales a top-down GTA can get these days imo. CW showed that the vast majority of today's GTA fans is not interested in a top-down (i.e. classic-style) GTA.
