I've just watched the actual interview on Bloomberg (Asia - don't know if it's the same worldwide), and it may actually be sold to consumers.
He mentions the 1.2M NA sales for the 5 weeks at the end of 2007, and says Europe was about the same. Those 1.2M NA sales were supposed to be sold to consumers, so he should really be comparing like to like. Of course just because he should be comparing like to like doesn't mean he is, but it's quite possible.
