The SS sales are horrible. You can't compare with TP because this was a launch title, so it's normal to drop on the following weeks because the fanbase was not big enough. Also, as a launch title, TP had better legs. Starting with just 140k and finishing around 550k. It's a good result after all. 

But if you compare with the portable Zelda, the thing is different. 

Phantom Hourglass has sold more than 900k in Japan, and Spirit Tracks more than 600k. 

And then we have the Ocarina of Time remake. Its second week according to Media Create was 37.452, bigger than SS and it was in summer, and now we're in Christmas time...

SS is doing worse than a remake released in summer, and in the end of the Wii's Life, so it's not going to have the legs that TP had. I have my doubts thinking that this Zelda will match the 400k mark, and that will be the worst result for a main Zelda in Japan.
