I'm not really sure, here's his post:

You must make a switch by the end of the sales week period. Ex: for week 1 which ends October 1st you must make any free agent trades by October 1st (11:59pm EST) for it to part of your team that week. Any replacements after that will take place the following week.

I think it means that I can make changes to week 8 up until November 19th 11:59pm EST, but since it's past that then my change will take place for week 9.

but isnt EST time in 2 hours?
