as others have said in modern times western militaries announce their invasions, because the enemy armies as so ill equipped and trained in comparison. Its pretty much the equivalent of a professional basketball team playing against 5 blind children with no hands. Again this is for actual battles. Guerilla tactics are still very effective against western militaries hence why the United States has lost 4300 soldiers since occupying Iraq while it lost only 100 soldiers to destroy the entire Iraq army which at the time was considered I think the 6th largest in the world.
