on PC , you either just stop and move the mouse , use middle button , or hold F.
on consoles, you hold the right analog button while using it to move the camera.
another interesting thing, to pick an item or a body (not take it, just move it around) , you have to hold the E button , on consoles you have to hold the button you use to pick up items.
this was changed from Oblivion i think its actually better this way, oh and people won't get mad if you pick stuff up that way like on Oblivion
