Assuming he is talking world wide, I don't believe his prognosis on crap phones. Cheap phones will continue to be sold, but beyond the dirt cheap level, you will get low level Android smartphones, that I can believe, but there will still be a market for traditional cheap phones for some time to come
As for consoles, well just no. The idea that TV's with games consoles in them replacing actual consoles is just ridiculous, it just won't work. I am more concerned about tablets and phones when paired with HDMI cables and proper controllers, but I see a PS5 at the least
