Why would it be illegal to play a console game on a PC when you own a physical copy of the console game? For the same reason emulation is legal (In Canada at least), playing a current gen console game you own on PC is also legal. There is no difference in law between past generation and current generation games.

Basically having a copy of the game run on PC is called a backup copy. Having a back up copy of a game you own is legal, but it's a loop hole companies do not appreciate because most people who use ROMs do not own an original copy of the game.

"The backup/archival copy exception is a very narrow limitation relating to a copy being made by the rightful owner of an authentic game to ensure he or she has one in the event of damage or destruction of the authentic" This is found on Nintendo's website directly under corperation/legal.

P.S. After 75 years, copyright to intellectual property expires. So Give Super Mario Bros. 49 more years and you can play it free without owning the original for back up purposes.
