This is unlikely to be TOR related especially considering that LucasArts is working with Bioware on TOR, also what does Activision have to do with this?
They are also working on a an action adventure game (probably Kinect Star Wars), a first-person shooter, and an aerial combat game. And they are apparently focusing on "new franchises" so at least 2 of the games in development probably won't be set in existing franchises and given that fact that the areal combat game is most likely (fingers crossed) a new X-Wing vs Tie Fighter game (or a new Secret Weapons Over Normandy game) and one is already Star Wars related I doubt that the open world game is set in the TOR universe.
