Well here's what happened. I asked the site coder Joe to make it so that permabanned accounts' comments on articles were deleted automatically so i didn't have to manually go through and delete like 30 comments when some damned bot goes on a spamming spree. Unfortunately I think he misunderstood and this is what came of it. I haven't caught him on AIM (pretty much how I talk to anyone on staff) yet to try to get things all fixed.
so, sorry about that. It isn't really by design.
