Companies do this all the time, they patent things so that they can get loyalties for them later, but then not use them, instead they let competitors use them so that they take the financial nosedive, and if they failed, they are going to scrap the idea for the time being, but if they succeed, they will going to develop on that and going to better on that tech so that they can get a better success
its a term called "Market Bloom" , Motorolla , Nokia , Microsoft , Apple, Google, LG , Samsung all do it all the time.
