I think if your new to the Halo series, Halo Reach is a good one to start on.

Yeah, it's a prequel but I have Halo 1, 2, and 3 and I STILL didn't know what the heck was going on. Maybe I should have gotten ODST or read a Halo comic. Halo 3 was my first and I really enjoyed it. I enjoyed it so much that I went back and got the other two (and I'll probably grab Anniversary). With Reach, it seemed like I was being pushed from one battle to the other. Maybe I didn't see the forest because of the trees. The final scene was great, though.

If you want a better understanding of Halo Reach you should read the Fall of Reach novel. The only big difference between the book and game is that the book follows Master Chief and Noble Team was never mentioned, but it'll give you a better understanding of what is happening in the game.
You're right. It would probably be better to start with Halo CEA and then play Reach.
