no, the teams have nothing to do with it. as far as I can tell what they were trying to do was make a faster, most action-packed version of the FFXII battle system. However, the only way to make it 'work' was to dumb it down, putting your characters and parties in pre-determined behaviour programs. You could only be one of six gambit sets (sentinel, commando, ravager etc), and even then your party could only be set up in one of six of your decided paradigms.
In essesce, it only gave you the very minimum possible amount of customnization and control. the game's battle system pretty much got dumbed down to a series of quicktime events. "press this button to change to this paradigm, now change back" and failing to do so fast enough or not being able to predict the next combination of buttons would result in instant death. See Resident Evil 4.
