Yes. Wright himself originally defined them as such. The reason is that they, unlike traditional games, lack explicit goals. Many Wii titles are much the same - to a great extent you just "play around" with them, just like you do with toys. As such, the "toy" designation has nothing to do with a lack of merit, quality or artistry, and it is a grievous misconstruction (by the original author of the article) to treat it as such.
