The PS3 still means a big loss for Sony. Even if you believe (and I don't) that they can sell them at cost price, they still have to earn a lot of money for the R&D of it, not to mention the other staff at SCE. Furthermore the 1st and 2nd party studio's probably haven't made a lot of profit.
As for the missing of the shipping target: Shareholders are not going to be happy about it, especially if Sony has to present another year of big losses in the CE department. Shareholders will probably demand a profit of it, which can prevent Sony from cutting the price of the PS3.
