Seeing what Golden Abyss dev's are pulling off with the Vita which uses ARM's tech, I wouldn't be suprised if mobile phones managed to do what they're promising by the end of 2013. This doesn't really strike me as special though because when the PSP released it was considered high-end because of Daxtar pushing what was considered 6th gen visuals. Technology's just advancing.
With what I saw in the Wii-U zelda tech demo, I have no doubts that PS4/720 will be well above anything handhelds can produce when they release. Just like PS360 out shined anything shown last gen and on handhelds at the time with Gears, MGS4, Lair and Uncharted.
I did find this silly though
