If that was true then basically every single sequel ever released is a re-boot. Resident Evil 4 was simply evolution, they changed the camera to the over the shoulder view and made the game more action orientated, that was it. It still had familiar characters, similar atmosphere, similar puzzles, similar enemies.

MGS3: Subsistance was the same as MGS3 but with extra mini games and features, one of those features was a different camera. MGS4 retains a camera angle similar to MGS3: Subsistance.

While the differences are fairly large, it isn't enough to consider it a re-boot. A "re-boot" is usually released after the series has been dormant for some time and a lot of aspects about the game change.

similar atmosphere? oh god your kidding me, finding items yourself and preserving ammo in a dark enviroment, to buying weapon ammo/upgrades From a dealer that follows you..... it does not give the element of fear or preservation what so ever! best of all its bought by parasitics dead guys money you find

and similar enemies? from mindless hoards of zombies, to intelligent comunicating living men with weapons armour that drive motorbikes and trucks?

And it didn't change genre, Resident Evil 4 was still survival horror, it just focused more on action and gunplay.

And yes, the atmosphere is still similar, while the original Resident Evil is still darker, the atmosphere in both games was still very secluded and creepy.

And yes, the enemies are similar, its just in Resident Evil 4 they are a lot more intelligent.
