A re-boot isn't about gameplay entirely, characters, story and atmosphere do count.
And I do believe that the gameplay was re-booted, but not that much.
If you had given me Resident Evil 4 without telling me it was a Resident Evil game, I would have known it was a Resident Evil game anyway. Re-boots tend to change the game a lot from past installments almost beyong recognition.
