If that was true then basically every single sequel ever released is a re-boot. Resident Evil 4 was simply evolution, they changed the camera to the over the shoulder view and made the game more action orientated, that was it. It still had familiar characters, similar atmosphere, similar puzzles, similar enemies.
MGS3: Subsistance was the same as MGS3 but with extra mini games and features, one of those features was a different camera. MGS4 retains a camera angle similar to MGS3: Subsistance.
While the differences are fairly large, it isn't enough to consider it a re-boot. A "re-boot" is usually released after the series has been dormant for some time and a lot of aspects about the game change.
