Add multiquote functionality ?

You don't have to go to HTML at all.  It's a little bit of work but this is how I do it. 
Step 0:  Copy the text you want to quote.  If you try to copy quote boxes it should work fine.  You might have to highlight a little extra above where the quote box starts for it to work right. 
Step 1:  Go to the bottom left icon in the Rich Text Reply stuff -- it looks like a calendar with a pencil on it.  Click it. 

The hover text is "Inserts a New Table.

Step 2:  Set the "Cols" (Columns) and "Rows" to 1 each instead of 2 each. 
Step 3:  Paste the text.

Step 4:  I could easily just delete the "Final-Fan 25 minutes ago" but I left it there to show I highlighted some extra up there to get it to copy/paste properly. 

Considering how relatively easy this is, versus how difficult it would be to implement the feature you suggest (I don't really know) and how much work it would actually save people doing it (not much IMO) and how often people actually need to do this, I don't think it's something the site really needs.
