The fix will probably never see the light of day outside Japan if you ask me. Regarding everything else, I guess the answer is simple laziness from NoA/NoE.
NCL are releasing Epic Mickey, Golden Eye and Just Dance 2 all this summer so I doubt it took them more than six months to get the localizations done.

It's quite strange that NCL do so much more work than either NoE or NoA, despite bringing in the least amount of income of the three. I guess you could attribute it to arrogance on the part of NoA and NoE (especially NoA).
