I suspect that Nintendo is using Bluetooth v3.0 HS or Bluetooth v4.0, but I can't find enough information on either to know whether either format could support multiple devices with the (expected) bandwidth requirements of the Tablet on a single antenna/router. I suspect they can, but even if they can't Nintendo could include a second antenna/router in the Wii U to support a second tablet.

Personally, I think that the technical issues aren't what is causing confusion ...

Initially the Wii was only going to have the Wiimote, but discussions with western developers (particularly Retro Studios) convinced Nintendo Japan that they needed the Nunchuck to be included with the system as a standard accessory. I suspect that Nintendo Japan envisioned 1 tablet per Wii U, and western developers are putting pressure on Nintendo to support at least 2, and Nintendo Japan will probably cave to their requests.
