Between, this is possible because it takes only 1-2 months to port a PS3 game to Vita. Im not saying all developers will provide both version for free though.

Lets say its same price and only $60 and you get both. For a ps3 owner this is totally fine, i get my game at normal price and don't care if have psvita game or not. BUT if i'm a vita only user i'm paying $20 more for a game than normal. And then HOW DO I PLAY IT? does it come with a code i download the game? How do i put this ps3 disc in my vita to play? or does the disc come with a psv cartridge as well? whatever the case psv users are getting screwed price wise

There is so much confusion in your post O.O. Sony has said nothing yet but best case scenario is they release 3 copies, one PS3, one Vita, and one combo pack. If you only have a PS3 buy the PS3 version, this won't change. Only have a Vita, by the Vita version only (Which will also be an option). The biggest question is the combo pack; if I have both I don't wanna pay 100 dollars for both I wanna pay like 70-80.

but lets consider modders. they figure out how to mod a psv to hook up to the tv and play on big screen. doesn't sound like should be a stretch, hell psp can play on big screen, the gameboy advance could right?
so what are game prices then? is the psv game going to be same price as ps3 game? if not, whats to stop most people buying these games solely on psv instead to save $20? this is not good for a game developer. $20 per game is a lot of money.

You're asking what if modders make a device, that a whole of a 1000 people in the world are going to buy and arn't going to be sold in stores, are going to cut into PS3 sales of a game? And lastly no one knows what the pricing of PSV games are going to be as Sony's announced nothing for game pricing. Everything said in this thread is just speculation.
