This isn't backwards compatibility. It's the ability to download old games.

The VC isn't considered backwards compatibility.

You can't play VC versions on the original consoles, but you can play the PSN versions on the PSP and NGP, therefore

Nearly every single VC version is an exact copy of the original, down to not even being rescaled.

That's not what matters though. You can easily have downloaded the PSP games to play on your PSP, and those same games will now play on the NGP. That's why it's backwards compatible.

VC is not backwards compatibility because those games were removed from their rightful storage mediums in order to be played on the new consoles, but downloadable PSP games are in their rightful storage medium as they are.
