Why do you think Killzone 3 isn't selling well?

The game is selling fine. People need to stop looking at COD and Halo, and start comparing it with other shooters. It's doing just fine for what it is.

Well, not really. PS3's best selling games are shooters, but don't sell as well by volume despite PS3 and 360 having essentially the same number of overall units.

It's because 360 is 5:3 times better selling in Americas, and if you look at the more popular shooters, generally 60-80% of the games sales are in Americas. So if you cut away 40% of sales for every 2/3 games, you should expect PS3 games to sell only about 70-80% as well as 360 games. All figures are just estimates, after all Call of duty is more popular in Europe then a sci fi shooter like Halo or Killzone.
