GT sales in Japan have been shrinking in Japan with each installment, people are switching from console games to handheld games. I don't thin quality had anything to do with Japanese sales, just a dying home console genre.
As for Americas sales, there are about 1/2 as many PS3's as there are PS2's in Americas (and it will likely end up somewhere in the ballpark at the end of PS3's life). I think with that major difference, install base factors in. Again I don't think it was quality.
However having more prenium cars could only help. To me, and many others, that was the biggest flaw of the game.
