It wouldn't surprise me if some titles are being delayed because staff has been reduced in the hope that a PS3 game will be completed around the time the PS3 install base reaches feasible levels for marketing the product. I'm not saying anyone is holding back a -completed- game for that reason, but usually there's a positive tradeoff in slowing down software development -- taking more time costs less, because it actually takes fewer resources if you give them more time (less overhead related to managing a large team, less duplicate effort and misunderstandings/rework.) From a publisher's perspective, right now there's really no rush to get PS3 titles to market -- in fact they may sell significantly better after the expected console price drop. I've overheard a couple of people asking about the PS3 and inquiring/joking about a price drop this week, so there's still interest there if Sony is willing to get the price down. It's a major barrier to entry for users and now publishers at the moment, and something has to give.
